The Pentagon's Office of Strategic Capital is reportedly taking a 35% stake in North American Blue Energy Partners, a private company, through penny warrants, as part of a deal for Venezuelan oil. This agreement also includes the right to buy a fifth of the company's production at cost. The deal grants access to 17 oil fields and 65 billion barrels of oil for a century, with the company to be run by Venezuelan businessman Alejandro Betancourt.
