Pennsylvania Governor Reviewing Federal School Choice Program for State Opt-In

Pennsylvania Governor Shapiro is currently reviewing a new federal program, the Education Freedom Tax Credit, which offers a tax credit for contributions to scholarship-granting organizations. States can opt into this program, enacted by the Working Families Tax Cut Act, to provide scholarships for education-related services. The U.S. Department of the Treasury expects to issue proposed regulations by the end of September 2026.
