Philadelphia English Learner Enrollment Grows, but Graduation Gap Widens

English learners now constitute 22% of the Philadelphia school district's enrollment, but the graduation gap for these students is expanding. Only 70% of high school English learners graduated within four years, compared to 88% of their non-English learner peers.
