31 States Join Federal School Choice Program, Expanding Access for Students

West Virginia, Ohio, and 29 other states have opted into the federal Education Freedom Scholarship Program. This initiative, which originated from President Donald Trump's 'One Big Beautiful Bill,' could generate significant annual funding and expand access to schools of choice for tens of thousands of students. Four states (Hawaii, Minnesota, New Mexico, Oregon) have announced they will not participate, while Arizona and Wisconsin have also not opted in.
