Texas Considers Performance-Based Funding Model for Universities

The Texas Higher Education Coordinating Board has proposed a new funding model that would link university funding to outcomes, prioritizing a graduation metric focused on career-ready proficiency. Under the plan, 60% of new funding would be tied to students earning a "credential of value," and the remaining 40% to academic progression and persistence. The proposal will go before the Texas Legislature in January 2027.
