Governor Josh Shapiro and the Pennsylvania State System of Higher Education (PASSHE) announced expedited admissions support, guaranteed in-state tuition, and fee waivers for Pennsylvania residents unenrolled from Howard University for Fall 2026, with Lincoln University also offering tuition reductions and scholarships.
