Texas Implements New Special Education Rule Amendments Effective October 4, 2026

The Texas Commissioner of Education has enacted several rule amendments, effective October 4, 2026, stemming from legislation passed by the 89th Texas Legislature in 2025. These changes include updated eligibility criteria for Intellectual Disability (ID) evaluations, revised membership requirements for Admission, Review, and Dismissal (ARD) committees, and new documentation mandates for dyslexia and dysgraphia. Some provisions will be fully implemented by July 1, 2027.
