Global Official Development Assistance Declines, Prompting African Countries to Seek Internal Financing

Official Development Assistance (ODA) experienced a record decline of 23.1% in 2025, reaching USD 174.3 billion, as the five largest aid donors—Germany, the United States, the United Kingdom, Japan, and France—all reduced their assistance. This global shift is leading African countries to increasingly focus on mobilizing domestic resources to finance their development.
