Federal Reserve Proposes Modernization of Mutual Banking Organization Framework and Overhaul of Insider Lending Rules

The Federal Reserve has proposed a modernization of the framework for mutual banking organizations and a significant overhaul of insider lending rules, the first in nearly 50 years. Additionally, the OCC, FDIC, and Federal Reserve Board of Governors have issued an updated compliance guide for the revised community bank leverage ratio (CBLR) framework, and the FDIC and OCC have proposed a targeted overhaul of Community Reinvestment Act (CRA) regulations.
