FDA Proposes Mandatory GRAS Notification for Food Additives and Ingredients

The U.S. Department of Health and Human Services (HHS) has announced a proposed rule that would require manufacturers to notify the U.S. Food and Drug Administration (FDA) when they determine a substance added to human or animal food is 'generally recognized as safe' (GRAS). This proposal, scheduled for Federal Register publication on August 11, 2026, aims to close critical information gaps and provide the FDA with greater visibility into substances entering the food supply.
