Ukraine to intensify attacks on Russian oil refineries in response to Moscow's 'new doctrine' of airstrikes

Ukrainian President Volodymyr Zelensky stated that Ukraine will intensify attacks on Russian oil refineries in response to Russia's new policy of systematic airstrikes targeting civilian infrastructure to force evacuations. Zelensky indicated that Ukrainian intelligence obtained documents revealing Russian leader Vladimir Putin's 'new doctrine' for broader attacks on civilian targets this winter. Ukraine, however, will avoid targeting civilian objects in its retaliatory strikes.
