MLB Proposes Significant Rule Changes Including Free Agency Window and Salary Cap

Major League Baseball has proposed a series of significant rule changes to the players' association, including limiting free agent signings to specific windows in December and from February onwards. The proposals, contingent on the adoption of a salary cap system, also include a payroll floor, limits on contract values, and adjustments to minor league options and roster rules.
