OPM Modifies Federal Employee Reduction-in-Force Appeal Process

The Office of Personnel Management has finalized new regulations, effective September 2, 2026, to change how federal employees appeal furloughs, separations, or demotions resulting from a reduction-in-force. OPM will now handle these appeals directly, replacing the Merit Systems Protection Board. This establishes a uniform, record-based process for federal personnel actions.
