Bureau of Industry and Security Restricts Critical Mineral Exports

The Bureau of Industry and Security (BIS) has issued a temporary final rule restricting the export of "black mass" and tungsten waste and scrap without a license. Effective August 27, 2026, U.S. sellers must prioritize domestic sales of these materials. This measure, enacted under the Defense Production Act, aims to address the scarcity of critical minerals vital for national defense.
