Ninth Circuit Upholds Block on Federal Grant Conditions

The Ninth Circuit Court of Appeals largely affirmed an injunction preventing the Trump administration from imposing certain conditions on billions of dollars in federal grants to local governments. The court found that most of the challenged conditions exceeded congressional authority and imposed onerous requirements after grant funds had already been awarded.
