The plan includes measures such as not delivering ballots to states that haven't shared their voting lists and requiring unique barcodes on outbound ballot envelopes. Justice Ketanji Brown Jackson has ordered states and voting rights groups challenging the USPS to respond to the new appeal by Wednesday.
