OFAC Implements New Sanctions and Amends Regulations on Cuba
The Department of the Treasury's Office of Foreign Assets Control (OFAC) has implemented new sanctions on Cuba and formally amended existing Cuban Assets Control Regulations (CACR), effective September 30, 2026. These new regulations are directly related to Executive Order 14404, issued by President Donald Trump in May 2026, which imposes sanctions on those responsible for repression in Cuba and threats to U.S. national security and foreign policy. The amendments also include a prohibition on indirect financial transactions with entities on the Cuba Restricted List and remove an authorization for "U-Turn" transactions.
