President Signs Clergy Act of 2026, Reopening SECA Exemption Window for Ministers

President Trump signed H.R. 227, known as the Clergy Act, into law on October 20, 2026. The bipartisan legislation addresses a long-standing issue in the taxation of ordained and licensed religious ministers under the Self-Employment Contributions Act (SECA) by reopening the revocation window for ministerial SECA exemption elections.
