U.S. Treasury Proposes Expanding Investment Restrictions on Chinese AI and Biotechnology Firms
The United States Department of the Treasury has proposed expanding restrictions on American investments in Chinese companies involved in artificial intelligence (AI), biotechnology, and other advanced technology sectors. Citing national security concerns, the proposed measures would also extend the existing investment-control program to Cuba, Iran, North Korea, and Russia. The proposal, announced on October 22, aims to prevent American capital and expertise from supporting technologies that could enhance the military, intelligence, and surveillance capabilities of foreign adversaries. Certain investments would be prohibited, while others would require mandatory reporting to the Treasury Department.
