Tropical Storm Arthur Forms, Posing Flood Risk to Gulf Coast

Tropical Storm Arthur has developed in the Gulf of Mexico, strengthening from a potential cyclone and moving northeast. The storm is forecast to bring life-threatening flash flooding across a broad region from Louisiana to the Florida Panhandle. A Tropical Storm Warning is in effect for parts of the Louisiana coast, with millions under flood watches.
