US Gulf Coast Faces Flood Watch and Severe Heat Advisory from Arthur's Remnants

The lingering effects of Tropical Storm Arthur are causing a flood watch for parts of Louisiana due to potential heavy rainfall. Concurrently, a severe heat advisory is in effect for all of southeast Texas, with dangerously high heat index values expected to reach over 100°F.
