European Union implements 21st package of sanctions against Russia, expanding measures to include vessels servicing shadow fleet ships.

Adopted on July 23, 2026, and published on August 6, 2026, these new restrictive measures target 218 individuals and entities, including 94 Russian banks and financial institutions. A notable expansion includes vessels that service shadow fleet ships, regardless of prior designation, and extends transaction bans to additional Russian ports and airports. The European Commission is also set to review a full ban on the sale of LNG tankers to Russia by October 25, 2026.
